It was found that the premia offered in

the first instance were not sufficient to induce local

Architects to compete, and in any case even if a design were

supplied it was impossible for the Public Works Department to

undertake the numerous details in connection with the prepara-

tion of working plans, specifications, bills of quantities, and other information required before tenders could be invited

for the building.

In these circumstances I decided to merge

the premium for the successful design in Commission and to employ the author of the design as Consulting Architect for

the work, the supervision for which will be supplied by the Public Works Department on the terms set out in the printed

Notification of the 4th. December last.

As bills of quantities are required the Commission will be 5% on the actual cost of the building which

it is stipulated shall not exceed $500,000.

The Public Works Committee of the Legisla-

tive Council were the judges in the competition. Three designs were submitted, two from local Architects and one, it is be- lieved, from a firm in Shanghai, but as nothing was sent with

the design by which its author could be identified its origin

is uncertain.

The Public Works Committee selected design

No. 2 which was found to be the work of the firm of Messrs.

Denison, Ram and Gibbs who are constructing the Kowloon Water-

works.
