I have the honour to acknowledge the re-
ceipt of your telegram of the 30th. ultimo, informing me that
the question of the boundary between the Admiralty and War
Department Properties and the proposed Praya East Reclamation
is still under consideration, and reminding me that the
scheme cannot be approved by you pending receipt of full report
and estimates.

In reply I beg to refer you to my Despatch
No. 481 of the 5th. of November last in the 3rd. paragraph of
which I informed that I was not yet in a position to lay the
scheme before you because the preliminary negotiations with
the Marine Lot holders had not been concluded owing to certain
difficulties in defining the boundaries of the Reclamation.

The difficulties referred to were with the
owner of the lot at the extreme East end of the Reclamation,
and with the Admiralty and War Department at the West end.
An arrangement has been arrived at in the
former case involving inter alia a payment to Government of a
sum of $30,000. But until the Western boundary is settled the
