Referring to your telegram of 30th July, sending full report by next mail, but no scheme can be submitted to Marine Lotowmers until Admiralty and War Office accept houndaries locally agreed, such is initial step, and delay involves complications in consideration of levels of Electric Tramway which depend on acceptance or otherwise of the proposals.
