With reference to Colonial Regulations
Nos. 66, 67, and 68, I have the honour to inform you that
subject to your approval I propose to furnish you with a
monthly statement of provisional changes in the second or
middle class of appointments, instead of submitting each
case separately for approval. This will obviate the necessity
of making separate recommendations in cases where as stated
in Regulation No. 68 the Governor's recommendation "is

almost uniformly followed".
