With reference to my Despatch No. 323 of

the 27th. ultimo regarding Professor Simpson's Report on Plague, I have the honour to transmit for your information, and for convenience of reference with regard to that Despatch, the enclosed schedule, showing how Professor Simpson's recon- mendations are being dealt with.

I may add that general destruction of rats

on Ships coming from an infected port, and on certain Ships leaving Hongkong, is not attempted. If rats on an infected Ship, however, are found to be plague-infected, steps are taken to destroy the rats on such Ship. To do this the whole of the cargo has to be removed, which means a lengthy detention of the vessel which may have serious consequences for the owners.
