I would like to add to my minute of the
5th. May that in my opinion it would be an improvement to provide
for some measure of interchangeability between the Police
Service and the Cadet Service proper.
Thus l would suggest that some such proviso
as the following be made in any scheme that may be decided upon:-
In special cases where in the opinion of

the Governor a Police Cadet or Police Officer who has entered
the Police Service as a Police Cadet is unsuitable for the
Police Service, or on the other hand wheta Cadet or Officer who
has entered the Government Service as a Cadet shows special
aptitude for Police Work and desires to join that branch of the
Service, the Governor may with the approval of the Secretary of
State make transfers from the Police Service to the Cadet
Service and vice versa, due regard being paid to length of
service in fixing the seniority of the officer transferred.
With the above proviso members of the
Cadet Service would not have the Police Service wholly shut to them, while men who by reason of their inability to learn Chinese (and many men cannot learn the language) or by the prone- ness to Malaria or distaste for Police Work are not suitable for the Police,could be made good use of in other branches of the
Service.
I believe that with such a proviso the
Police Service would probably attract a better class of men intellectually than it otherwise would; and it is very desirable to keep the intellectual standard of the Officers up to the
level of the Cadet Service proper.
If Your Excellency approves I would suggest
a telegram to ask that consideration of Despatch No. 256 of
20th.
