Colonial Police Service. Mr. May is of the opinion, in which
I concur, that no such rigid line of separation should be
drawn between the Police Cadet and ordinary Cadet services as
would make it impossible, in special cases, to transfer an
Officer from one branch of the service to the other.

I consider that this modification of the
suggestions already submitted will be found practical and
useful.
