Hon. Colonial Secretary,
A telegram was received from the Master of
the "Kirkcudbrightshire" saying that he was about to arrive with
a disorderly crew and asking for assistance.
As I had no means of assistance for him,
I forwarded the telegram to the Police.
On the morning that the Master came to this
office I had been delayed and did not get to office till about 10.30. Soon after my arrival the Assistant Harbour Master told me that the Captain of the "Kirkcudbrightshire" was there and wanted
to see me about taking a summons out against his men.
As from the circumstance of the case it
appeared to me very desirable that the case should be heard at
the Police Court I told the Assistant Harbour Master to request
the Master to go and apply at that Court for his summons which he
did.
That is all that passed so far as I am
aware. No one in this office appears to have known of the
Master's anxiety to see me personally, certainly had I been
aware of it be should have had every opportunity.
Mr. Taylor is leaving Hongkong today for
Japan. I have sent the above to him for his perusal, be minutes
as follows:
"I remember the occurrence very well, and
"your minute relates the circumstances exactly as
"they occurred: The Master of the ship certainly never
"conveyed any extreme anxiety to see you to me".
