I have the honour to acknowledge the re-
ceipt of your Despatch No. 186 of the 19th. ultimo and to
transmit for your information the enclosed copy of a report
on the subject by the Harbour Master.

I feel satisfied that Captain Rumsey could
not have been guilty of any intentional discourtesy towards
the Master of the "Kirkcudbrightshire", as such would be
entirely inconsistent with the tact and skill with which, so
far as I am aware, all Captain Rumsey's official duties are
invariably discharged.
