at any rate when the certificate of Merit (see translation of
Exhibit F) was awarded to chan Tai on alias Chan Lam Taai, who
was subsequently executed because a communication from the then
Police
Captain Superintendent of Polpce at Hong Kong was found upon
him; and when the other rewards referred to in evidence at the
trial were given to Lui Chui alias Li Kwai Fan and others.
I leave His Majesty's Government to consider what reparat-
ion should be sought for the action of these officials, but I
would suggest that pressure be put on the Chinese Government to
cashier them from the Public Service, and that compensation in
$50,000 be paid by the Canton Government to the widow and
family of Yeung Kul Wan.

In another despatch of this date I am giving the parti-

culars of a second murder in Hong Kong with the connivance of 103
the Chinese Authorities. While it is the duty of this Governmen
to prevent Hong Kong being used as a centre of action against
the peace of the neighbouring provinces, it would be intolerable
if the lives of suspected persons in this Colony were to be at
the mercy of unscrupulous Chinese officials acting in many
cases upon information obtained under torture and utterly
unreliable.
