travelling allowance and free quarters; and that the sterling salary of the post be £420 rising by £40 triennially to £540, with allowance and free quarters as above. I have also to recommend that Mr. Messer be appointed to the post.

Mr. Bruce Shepherd is at present condider- ing the details of arrangements for the registration of titles in the New Territory. He will in all probability require Mr.Messer's
services during the current year to inaugurate the work. Should
such be the case I have to ask your authority to ask the
Legislative Council to vote the necessary salary for Mr. Messer,
as it is obviously desirable that he should enter upon his new
duties ab initio. I shall address you further on the subject of
the arrangements proposed by Mr. Shepherd as soon as I receive
his report.
