Referring to the 6th paragraph of my despatch

No. 1 of 2nd January last I have the honour to inform you that in

pursuance of the policy laid down by you, in which I entirely agree,

that the New Territory should be administered from Hongkong. I have

decided that the registration of titles to land in the New Territory

should be placed under the Land Officer in BongKong.

The Land Officer is prepared to undertake the

additional work involved, but he has represented, in a letter of

which I enclose a copy, that he will require an Assistant Land

Officer to take charge of a branch Land Office at Taipo in the New

Territories. To this new post Mr. Bruce Shepherd asks that Mr.

Messer, the senior passed cadet, be appointed. Mr. Messer was

appointed a cadet in 1897 and has as yet received no substantive

post. He was employed for a considerable time in connection with the registration of claims to land in the New Territory, and he made

the rough rent-roll upon which crown rent in the New Territory hes up to the present been collected. He has therefore had experience in the work that is to be done, and he has also some knowledge of

surveying, which will be useful. I have therefore to recommend

that provision be made in the Estimates for 1904 for an Assistant Land Officer for the New Territory and that the salary be fixed at

$3600 rising to $4200 by $300 triennially, with $30 a month
