Sir,
With reference to your letter No. 2089,
dated 19th. September, 1902, I have the honour to submit, by
direction of His Excellency the General Officer Commanding, a
plan of a small area of ground North of Kowloon City which will
satisfy the War Department requirements for Rifle Ranges, in
substitution of those on the Kowloon Military Reserve.

The area included within the red edging is
what will be necessary for the actual Ranges and Butts, and that
included within the green edging is the area in rear of the
Butts, which will have to be kept clear when firing is going on.
3.
It will be necessary to acquire the ground
within the red edging for the construction of the butts and
firing points, but it will only be necessary to have poners to
warn people off the ground within the green edging up to the
crest of the hill.
4.
The area tinted yellow on the plan is culti-
vation, but a large portion of this seems to consist of fields
now allowed to run to grass. There is one house on the area. If
the owner is willing, an arrangement might be come to, appoint-
ing him caretaker on the range.
