With reference to the 7th. paragraph of
of this date, I have the honour to transit
for your consideration the enclosed copy of correspondence
with the Military Authorities concerning the provision for the use of the Military Authorities of Ranges in substitution for the old Ranges in the Kowloon Military Reserves.

The area enclosed within the green lines
on the plan is entirely within the new European Reservation, and the area within red lines encroaches upon it to a small
extent.
In view of these facts and of the prospective high value of land in the vicinity of Kowloon City, I am of opinion that it will be wiser and cheaper for the Colony to deal with the area required for these new Ranges in the manner set out in the correspondence.

It is estimated that resumption of the
private property within the area will cost the Colonial Govern- ment $20,143.00 and I have to ask your sanction to provide
such a sum in the Estimates for next year.
