The retiring Acting Viceroy, who was acting at the time
of the murder of Yung Ku Wan in January 1901 and who, as has
been proved in open Court at the trial of one of the murderers
who today has paid the penalty of his crime, specially promoted
and rewarded the murderers has written to the Consul General of
Canton, proposing to call upon me. I have written that having
regard to his action in that case such a visit would be incen-
venient.
