cate work with which he is well acquainted.

also strongly of opinion that the post of Assistant Secretary
to the Sanitary Board, to which I referred in my Despatch
L2932 NO.
263 of the 22n4, ultimo, should be made permanent. The
correspondence of the Sanitary Department with the Public
alone has increased tenfold in the last three years. The
purely Official Correspondence has also increased enormously
during that same period, and the New Public Health and Buildings
Ordinance will create a further increase in the correspondence
and work generally.
I am, therefore, of opinion that an Assistant
Secretary will be permanently necessary, and I am further of
opinion that the post should be filled by a junior Cadet.

If the creation of this new post is approved
I have to suggest that the pay should be fixed at 2360 rising
to 2450 by £30 triennially; and I have the honour to submit
for your favourable consideration the name of Mr. J. H. Kemp
as a candidate for the appointment. Mr. Kemp entered the
service in 1899, and has acted as Registrar of the Land Court
and is at present acting as 2nd. Police Magistrate. As he has
already declined to accept a Sterling salary it will be neces-
sary to attach a dollar salary to the post for the present, and I recommend that it be fixed at $2,400 rising to 73,000
by 3300 triennially.
