reserved for Man-of-War Anchorages for His Majesty's Ships,
but the Junks could not be excluded without compensation, nor
do I gather from Sir Cyprian Bridge that this is desired.
There is, I think, but one owner living on the peninsula bet-
ween Long Harbour and Jones' Sound, and if the Naval Authorities
desire it he can be dealt with. The peninsula, which affords
excellent ranges, might be leased to the Naval Authorities
for range purposes at a nominal rent, but with a proviso that
if the land ceased to be used for such purposes it should
revert to the Government. If any buildings are to be erected,
then the land for that purpose should be acquired in the usual
manner.

There is every probability that develop-
ment may take place round Mirs Bay with the advent of roads,
and the land will become valuable. At present it is of small
value, and in my opinion it would be better that the Naval
Authorities should purchase from the Colony the land they
require, rather than seek for a reservation that in the event
of future development and increase in the value of the land
would resolve itself into a contribution to the Navy in
addition to the 20% of the gross revenue of the Colony, now
paid as a Military Contribution.
