I have the honour to acknowledge the re-
ceipt of your letter No. 6159 of the 10th. ultimo, informing me that the Lords Commissioners of the Admiralty do not contem-
plate a reclamation of the foreshore in front of Kowloon Marine
Lot No. 35, but that it is proposed to construct a Coaling
Pier and Embankment in front of this lot.

With regard to this proposal I have the
honour to draw your attention to the fact that the sanction of
the Colonial Government is a necessary preliminary to the
construction of such pier and embankment, and I would suggest
that the Lords Commissioners should formulate and lay their
proposals in the matter before this Government for consider-
ation.
