2. In explanation of the above mentioned stipulation I
"have the honour to enclose copy of correspondence with Commodore
"Robinson.
# You will observe that in Admiralty letter of 5th.November
"last it is stated that the proposed reclamation in front of
"Marine Lot 49 would not interfere with the proposed Coaling "Jetty and Embankment provided that the said reclamation is not
"allowed to be extended further seaward than shewn on the plan.
#1 3. Kowloon Marine Lot 49 is at the present time used for "the storage of Coal. This Government has recently been in com- "munication with the owner as to the terms on which it would
The "permit him to make a reclamation in front of his lot. "premium asked by Government amounts to $105,600 and the Crown "Rents to $3,030,30 for the area of reclamation shewn on the "plan enclosed in your despatch.
"} 4. If the negotiations are carried through and the recla- "mation is made, the owner of the property will certainly require "to make a pier or piers in front of the reclamation in order to "enable him to carry on his trade.
11 For the area of sea bed covered by such pier or piers "this Government will obtain premium and also an Annua 1 Crown
"Rent.

If such means of access to the property were not permitted, "the Colonial Government would suffer pecuniarily both directly
