I recommend that Mr. Ross, Passed Cadet,
be appointed to assist as Secretary of the Squatters' Board, as a temporary arrangement. He is at present engaged in dealing with the records of this Office which have never been over- bauled since the Colony was founded, and his time is fully occupied. But in view of the importance of the work of the Squatters' Board and the long delays that have arisen in con- nection with it, it would be a pity to allow it to be neglected entirely.
I recommend that Mr. Ross should be allowed to draw $100 a month in addition to his pay as a Passed Cadet for his work in this office and as Acting Secretary of the Squatters Board. It has been usual of late to grant Cadets such an allowance.
