In connection with the meeting of yesterday
at the Commodore's Office, have the honour to state in writing,
as promised, the views put forward on behalf of the Admiralty
with regard to the proposed Fraya East Reclamation.

It is essential that there should be no
obstruction in the way of his Majesty's Ships of the larger
classes going alongside and leaving the sea-front of the Naval
Yard. To ensure to them the freedom of movement consistent with
their safety the Western end of the proposed Praya East Reclama-
tion should be kept clear of junks and no wharf projecting to
seaward from the front of the proposed reclamation should be
constructed within fifteen hundred feet of the Naval Yard sea-
wall..

If Your Excellency can give an assurance
that junks will not be allowed as above and that permission will
not be given to construct any wharf projecting as mentioned within
the distance specified until the Naval Authorities have had an
opportunity of raising objections to them on the ground of their
proving obstructions to the safe movement of his Majesty's Ships,
I am prepared on receiving the assurance to submit to the Admiralty the proposed modification of the Reclamation shown on
the plan produced at the meeting as a reasonable compromise. I
request that I may be furnished with a copy of the plan.

I would observe that I have no authority to
bind the Admiralty to make any particular payment of money.
