I have the honour to forward a letter from

sir,

the Director of Public Works recommending

the 1904 Estimates

for adoption in

certain changes in the establishment of

the Public Works Department, together with a tabular state-

ment showing the increased expenditure that these changes will,

if adopted, involve in the Estimates for next year. The ul-

timate increase will be $3,785.68.

Mr. Chatham infoms me that he cannot get

satisfactory tracers and Assistant Foremen to continue in

Government Service on the present scale of salaries and the

readjustments he recommends in paragraphs 2 and 8 of his letter

are in my opinion reasonable. I have also to recommend the

appointment of the additional tracer referred to in paragraph

3.

In view, moreover, of the strong opinion expressed

by the Director of Public Works in paragraphs 6 and 7 of his

letter, I submit for your favourable consideration that the

salaries of the Foreman of Works, Hill District, and the

Assistant Foreman (2nd. on the list) be increased as recom-

mended.
