Limitations of Privileges

(4) A.100. Certificate does not free the bearer whilst in Foreign Countries from compliance with the Treaties between Great Britain and the Country where he may be, and of any Orders in Council, and of any Consular or other Regulations for the time being in force in relation to registration, passports and dress,
It will be seen from this table that the
privileges or limitations laid down in these Certificates are
identical, with the exception of the second in the list (A.100/b)
which is only issued to persons born in the Colony of parents
who were subjects of China, and does not confer any right to
British protection within the Empire of China. It was a Certi-
ficate of this nature which was held by the Merchant to whom
I have referred, and it is to the very limited nature of the
privileges which it confers that I desire to invite your at-
tention.

The question of the protection to be
accorded to Anglo-Chinese within China has, I am aware, been
fully discussed in the past, and the form of the Certificates
now in use are the result of mature consideration, as may be
seen by a reference to the Despatches quoted in the margin.
As I am satisfied, however, that in many individual cases
considerable hardship may be and has been suffered in China
by bona fide Anglo-Chinese Merchants whom this Government
cannot and the Chinese Government will not protect, I venture
to re-open the subject and to suggest that some arrangement
