Clerk of this Office, who about two Years ago, was an Inspector of Niusances
no knowledge in Hong Kong with absolutely of postal work whalever, and who is at present drawing & monthly salary of $312.00 and in addition, $45.00 house allowance, and whose chief duty consists in reading out the correspondence to the Chinese Postmen for the Town Delivery - This same duty is performed daily during the Senior Clerk's absence
