With reference to my open Despatch No. 194

of this date, I have the honour to transmit for your informa-

tion the enclosed copies of letters which have been received

by the Government from the local Chinese Customs, the Naval

Authorities, and two of the most prominent Mercantile Firms

of the Colony, in response to an invitation to supply the

Goverment with confidential information as to the rates of

pay enjoyed by their employees. These letters have confirmed

me in my opinion that except in a few isolated cases the

servants of the Government have no cause to be dissatisfied

with their present salaries.
