the salaries of the posts have not been increased or increased

only slightly, it will be found that the incumbents have only

recently been appointed and have no ground of complaint. In

another class of cases substantial increases can be earned by

qualifying for higher pay under the Interpretation Scheme. As

long as such Officers are unable to so qualify they are

receiving all the pay which their qualifications deserve.

I submit that the petitioners have made

for

out no case for the grant of Exchange Compensation, which is

meant principally to recoup Officers who have direct con-

nection with countries on a Gold Standard of Currency, for

los* in Exchange in making remittances to such countries,

maintenance of relatives and educational and other purposes.

Nor do I consider that the petitioners have established any

just claim to a further general increase of salaries.

It is only fair to add that though the

two petitions have been extensively signed they are not

unanimous.

A few cases, however, appear to be deserving

of some special consideration. I attach an extract from a

ainute by the Colonial Secretary in which he enumerates these

cases and makes certain recommendations with regard to them.

With these recommendations I concur, and I have the honour to

submit them for your favourable consideration with the view of

making provision for such increases as they suggest in the

Estimates for 1904.
