Government House,

Hongkong, 4th. April, 1903.

Sir,

I have the honour to inform you that the

preparation of a statement of periodical reports and returns

rendered by this Goverment has disclosed the fact that the

instruction contained in Colonial Office Circular of the 5th.

July, 1880, regarding the transmission of complete sets of

specifications of Patents and lists of Trade Marks published

in the Colony, has never been acted upon.

2.

The clerical work that the preparation of

these returns for the past 23 years would entail would be

very considerable. Since 1892 111 Letters Patent habeen

issued and since 1880 some 2,660 Trade Marks have been register-

ed by this Goverment.

3.

As however the absence of these returns

has occasioned no comment. I have the honour to request your

instructions as to whether they are still required. Should

you direct their continuance I would request your authority

to dispense with the arrears of the past 23 years and furnish

the information required as from the commencement of the

present year.

I

THE RIGHT HONOURABLE

JOSEPH CHAMBERLAIN, M.P.,
