Hongkong is not a producing Colony like Singapore, nor is it on the same footing with such countries as Siam, Japan &c. These countries have only to deal with balances of trade when adjusting their currency, i.e. their exports, in some instances, would probably cover the cost of their imports, or if not, only leave a small margin to be paid for in gold.
In conclusion, it seems to me that the only way to arrange a old currency for Hongkong is to request the Imperial Government to take
teps with the other great Powers to bring pressure to bear on China that
he may adopt this basis, when it would be a simple matter for the Colony
do likewise.
