With reference to the last paragraph of
my Despatch No. 221 of the 12th. June, 1901, and my remarks
under the head of "Bacteriological Department" in the Memoran-
dum which accompanied the Draft Estimates for this year, I
have the honour to inform you that on reconsideration, and as
a result of the experience already gained, I am of opinion
that it would be more conducive both to efficiency and to
economy if the Government Bacteriologist were regarded as the
head of a sub-department under the Principal Civil Medical
Officer. Though Dr. Hunter's work is that of a specialist,
and therefore should not be controlled by any other Medical
Officer, there is no reason why his department should not be
regarded as subordinate to the Medical Department and why his
official correspondence with the Government should not be
conducted through the Principal Civil Medical Officer. I have
accordingly given directions to this effect and trust that my
action will meet with your approval.
