of forts is feared, that could easily be obviated by placing

a portion or portions of the Island out of bounds for the

Prison Warders. As for the chances of prisoners escaping from

the Gaol, I am of opinion that the Colonial Government may be

left to render such chances impossible.

The site is easy to build on, easy of

access from Victoria, suitable for a prison owing to its

insular position, and very healthy. It is cheap because the

land is of no value for ordinary building purposes. To give

it up would therefore be highly inconvenient, and entail very

heavy sacrifices on the part of the Colonial Government.

In view of these facts I trust that the

War Department will waive the objections raised to the building

of a prison in this locality.
