I have the honour to report that, in
consequence of the extension of building operations on the Praya Reclamation and in Kowloon, and the opening of new roads
some increase in the number of the Police Force is in my
opinion very desirable.
2.
I consider that the buildings recently erected between Murray Pier and the Sailors' Home require at
least 14 men (8 in the Central District and 6 in the Western)
to properly protect them. At present they are divided up so as
to form extensions of neighbouring beats, but the arrangement makes such beats unduly large and is not satisfactory.

The newly opened Conduit koad is at
present only partially patrolled, while the Kennedy, and Bowen
Roads are only patrolled during part of the 24 hours. I think
it desirable that all these roads should be patrolled constant-
ly. To do this I should require 6 extra men.
4.
To cope with the extension of buildings
in Kowloon I require at least 4 more men, who might all be
Chinese and could be quartered at Yaumati, where the extension
is most marked.
5.
The above proposals involve an increase
of 20 Indians and 4 Chinese. This I can partially meet by
withdrawing 8 Indians from the New Territory, where crime has
lately decreased, and by returning to regular duty & Indians
who have been employed on plain clothes duty on the upper
