the appointment of a Sanitary
Commissioner is undesirable, and I have come to the conclusion

that the interests of the Colony will be best served by bring-
ing the Medical and Sanitary Departments under the direct
administrative control of the Principal Civil Medical Officer.
This arrangement has the additional recommendation of being
more economical. I now enclose a copy of a statement of the
duties of the Principal Civil Medical Officer as Head of the
Medical and Sanitary Departments and I see no reason why
the analgamation on tho se lines should not work smoothly and

As the New Public Health and Buildings Ordinance is now in force the present is a convenient time to
