I am directed to transmit for your information the enclosed copy of the Secretary of State's
Despatch No. 170 of the 27th. August, 1897, and to request
you to be so good as to consult with the other Unofficial
Members of Legislative Council as to the advisability of
adopting the scheme therein proposed, whereby the pensions
payable to Widows and Orphans of Hongkong Civil Servants,
resident in a country with a Gold Standard, would be paid at
the rate of 3/- to the dollar, the difference between the
amounts so reckoned and those payable out of the Fund (at the
current rate of exchange) being made good by the Colonial
Government.
2. I am to inform you that if after
consultation with the other Unofficial Members you see fit
to move a resolution for the adoption of this scheme, at the
next or any subsequent meeting of Degislative Council, His
Excellency the Governor authorises you to do so.
