I have examined the accompanying Ordinance, entitled
An Ordinance to amend the Laws relating to the
Punishment of flogging,
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Justructions.
The object of this Ordinance is to regulate sentences
of flogging and to limit the number of strokes which may be
awarded by any such sentence.
