original recommendation (embodied in Section 48 of the draft

Bill attached to their Report) was that 50 Square feet of

habitable floor space and 600 Cubic feet of air space should

be provided in domestic buildings for each adult occupant,

except in the European Reservation and Hill District, where an

internal allowance of 1,000 Cubic feet of clear space was already re-

quired. It has been found necessary to modify that reconn enda-

tion in the following particulars.-

(a.)

The 600 Cubic feet of air space have been

reduced to 550 because under Section 116 of the Ordinance 11

feet is laid down as the minimum height of upper storeys.

Fifty Square feet of floor space in such storeys gives there-

fore 550 Cubic feet of air space.

(b.)

This reduced scale has been applied to

servants' quarters in the European Reservation and Hill District.

(c.)

A proviso has been added by which in

existing domestic buildings a cubicle may be occupied in a

proportion not exceeding 1 adult for every thirty Square feet

of floor space and 400 Cubic feet of air space ( the scale

that was in force until the passing of the Ordinance), if such

cubicle has a window opening directly into the external air

of a total glazed area of not less than 1/10th. of the floor

area of such cubicle.

If the scale advocated by Messrs. Chadwick and

Simpson umodifiedas above explained, had been applied to all

domestic buildings outside the European Reservation and Hill

District, a population numbering at the lowest computation
