I have the honour to transmit for the sig-

nification of His Majesty's pleasure the enclosed Ordinance

No. 1 of 1903 entitled "An Ordinance to consolidate and amend

the Laws relating to Public Health and to Buildings.

I append with the usual report by the

Attorney-General a copy of the Ordinance containing marginal

references which show what portions of the Ordinance are re-

productions or amendments of laws which the Ordinance repeals,

and what are new.

I also enclose a Memorandum drawn up by the Medical

Officer of Health shewing the changes in the law which are

effected by the Ordinance.

The Ordinance is a reproduction with

certain amendments, the most important of which I shall proceed

to notice, of the Draft Bill which was appended to the conjoint

Report by Mr. Osbert Chadwick and Professor Simpson forwarded

to you in Sir Willie Gascoigne's Despatch No. 248 of the

12th. of June last.

That Bill, with some minor amendments, was read a

first time in the Legislative Council on the 7th. of July

last; but was subsequently withdrawn by me principally on the

ground that no adequate provision had been made in it for
