Mr. Ireland has undertaken to index all the office papers for
the years 1901 and 1902. I think he should make the catalogue of the Library himself. We can lend him clerical assistance for copying etc., while he is here, but cannot spare a clerk to
rough catalogue the Library. So reply ?!

Mr. Drayson is the right man and the
best man to index office papers: (a) he is an Officer of the Government and these papers should not be placed in the hands of anyone who is not, to read indiscriminately: (b) he is able to get the papers; the most important of which are in circulation and would never be available for Mr. Ireland: (c) office papers must be indexed in the bundle and by the subject
and
