I am directed by His Excellency the

Governor to state in reply to your letter to me of the 3rd.

instant that inasmuch as in your reply of the 21st. December

to my letter to you of the 29th. October, 1902, you attached

conditions by which you were to receive assistance not contem- plated by this Government when the offer contained in my letter

of 29th. October was made to you is Excellency on further

consideration decided to withdraw that offer and make other

arrangements for the execution of the desired work and con-

sequently in complying with the request made by you in the 4th. paragraph of your letter of the 21st. December you were in my letter of the 17th. January, 1903, informed accordingly.

2. With reference to the inconvenience to

which you allege you have been put I am to recall to your re-

collection that the offer made to you in my letter of the 29th.

October, 1902, was made "in the event of your return to Hongkong

next year, and to say that this Government neither asked nor

expected you to cancel any engagements in order to take up the work on which you sought employment; and I am to remind you

that before you left Hongkong last year you stated that you would probably return in 1903 to complete your own researches

here.
