As I am satisfied that the object to be
gained by putting this scheme into operation is an eminently desirable one, I have the honour to request your authority to incur this year the expenditure necessary for compensating
the Squatters.

I propose to put the land when cleared of
Squatters up to auction at a premium of 5 cents per Square foot, and subject to a Crown Rent of $200 per acre.
