With reference to your Despatch No. 6 of
the 2nd. ultimo, on the subject of a direct Parcels Post Service between this Colony and the United States of America, I have the honour to inform you that the course which should in my opinion be adopted by Hongkong is the first of the two alternatives suggested by the Postmaster-General in the letter of 31st. December last, of which you have furnished me with a copy-namely, that a Parcel Post Convention between Hongkong and the United States of America should be negotiated diploma- tically through the intervention of the Foreign Office. I have therefore to request you to be so good as to lay the proposal before the Secretary of State for Foreign Affairs.
