abserve that the allowances for extra work referred to in 191
paragraph 15 of your Despatch were recommended in my Despatch
258 of 1899 and approved by you in your Despatch No. 258
of the 15th. November in the same year.
In view of the fact that these allowances have
already been sanctioned and have been enjoyed for some con-
siderable time. I have not caused them to be withheld pending
this explanation.
5.
An additional Registrar to the Land Court
was appointed because in November, 1901, Mr. Gempertz, Member
(now President) of the Land Court reported as follows.- 'I find
"it impossible to carry on the work of the Land Court efficient-
"ly with my present Staff. Mr. Wood has his hands full at Tai
*Pa. Messrs. Moore and Mackie are engaged in work at Kawlson
*City and Sham Shui P● respectively, and I myself an engaged
"every day either in taking evidence on the Bench er in read-
*ing through documents of title and drawing up Judgments, se
* that I can give ne time to supervision which is urgently
*required. I ask therefore that either Mr. Wolfe or some other
*Cadet may be attached to the Land Court if possible at once*.
Accordingly I approved of the appointment of Mr.
Wolfe as additional Registrar with an allowance of $1,200 per
annum in additiện te his salary as Cadet. Since then Mr. Wolfe
has been on leave in England and Mr. Ross has acted as addition-
al Registrar. Mr. Wolfe has since his return been for the
most part attached, and is still attached, to the Treasury
assisting in preparing the Rent Roll based on Demarcation
for the New Territory.
