ENCLOSURE No 2,
THE GOVERNOR OF KWANGSI AND THE REBELS.
The following is a translation of a private letter from an official in Governor Wang Chih- ch'un's staff to a friend residing in Shan.. hai "As you already know HE. Wang Chih-ch'un, after a long stay in Wuchou, upon taking over his seals of office from the former Governor Ting Chen-to, left Wuchou in the summer with his army fr Nanning because his route to Kweilin, the provincial capital, was blocked by the rebel army. While on the march to Nanning, H.E. found his way frequently opposed by rebel bands, whereupon H.E. at once ordered forward a battalion of his best troops to drive off the intruder. The encounters often ended in disasters to these troops, who had to be strongly reinforced to obtain their end, thereby considerably delaying the march on Nanning. On the first occasion a strong (?) band of rebels was reported ahl, seeking to stop the progress of the anny mind you, an army of over 10,000 men well-armed with magazine rifles and quick- firing field pieces, all using smokeless por de. Governor Wang immediately ordered for- ward several hundred men, who found them- selves only opposed by twenty odd men, Lut extremely well posted on rising ground, who moreover proved themselves to be excellent sharpshooters to biot. The result was that this band of rebels disposed in no time of seventeen soldiers and put hors de comb t twenty-four more. The soldiers became panis sticken and fled, leaving behind a nine-poun der field gun. This last had its mechanism smashed to pieces and was otherwise rendered useless for further service by the rebels. This was the beginning of a series of disaster on the part of the troops, whose awe of the enemy was considerably strengthened by the accurate shooting of the rebel marksmen. As a matier of fact after dilly-dallying for some months on the road to Nanning Governor Wang Chil ch'un has found himself forced to retreat to Wuchon once more. Finally, rest assured the official reports of victories over the rebels in Kwangsi are bogus and merely paper
nes."--N. C. D. News.
