The rule of the army is one of kindness
and mercy. If any official, soldier, one of the gentry or common pecle has committed any offence with the exception of rape, unreasonable slaughter or resistance, which three crimes shall be punished by beheading and exhibiting the head to public gaze: he will be punished according as the crime is great or small, which will be either by means of a fine or flogging as a warning.

On the first arrival of the army there
may be mistaken destruction of property belonging to churches and Christians and mistaken killing of Missionaries or Chris- tians. A meeting will certainly be held, at which the Consul will be present, to consider and decide the amount of compen- sation which ought according to justice be paid. The above 10 rules are the first rules. If any rules are subsequently made they will be published later on. All you officials, soldiers, gentry and common people ought all to tremblingly obey. Do not disobey! Do not neglect.
