With reference to the second paragraph of
Your Despatch No. 418 of the 9th. ultimo, I have the honour
to inform you that it was originally proposed, in drafting
Ordinance No. 38 of 1902, to double all stamp duties except
að valorem ones. Subsequently, however, it was decided to
treble them. The figures which appear in articles 14 and 51
were fixed thus in order to meet the objections of the Un-
official Members to trebled duties. It is not anticipated that
the revenue will suffer by the reductions made.
2.
Article 38 repeats the similar article in
the Stamp Ordinance of 1901 (No. 22 of 1901) and has not been
amended in the new Ordinance.
