I have carefully considered your question
how the difficulties the Secretary of State has raised on
Ordinance 11 of 1906 can be met.
I think the best course is to follow the
advice which I tendered in my minute of 4th. November, 1902.
That will get rid of that part of Ordinance 11 of 1903 which
the Secretary of State directs us to repeal and at the same
time free us from the rest of 11 of 1902. As to repealing
section 8 of 21 of 1901 that might stand till the Secretary of
State has considered the reasons advanced in my minute of 4th.
November, 1802.
