I have the honour to submit the following
application for an increase of salary for favour of His Excel-
lency's consideration, and recommendation to the Right Honour-
aols the Secretary of State for the Colonies.

During my recent visit to England in
command of the Hongkong and China Coronation Coatingent, I took
the opportunity, whilst at the Colonial Office, to enquire
about an application I had presented for promotion in the
Colonial Service and ascertained that on account of the rarity
of suitable vacancies there was no immediate prospect of
promotion, but that an application for an increase of salary
might meet with a favourable response.

I have now completed over 19 years
service as Assessor of Hates in this Colony, and have had no
promotion whatever, nor have received any recognition for length of service, while several Officers junior, or only slightly senior to myself in the Hongkong Service have been
promoted.

The only acting appointment I have held was Acting Superintendent of Fire Brigade from March, 1891, to
March, 1892.

I did not participate in the general
increase of salaries in 1891 and in 1900 when the last revision
of salaries took place was left out of the list of those who
benefitted ;
