With reference to the Colonial Secretary's

letter of 25th. June, 1902, No. 1423, in which the acquirement of certain land by the Admiralty at Lai-Chi-Kok for the establish- ment of a Torpedo Range is not consented to, I have the honour to inform Your Excellency that since then I have been in communica- tion with the Commander-in-Chief and by his directions several places have been visited with a view to finding a suitable

site.

The result of these investigations is that the only place that we have found within the fortifications be- sides Lai-Chi-Kok which afforis the necessary depth of water ic. is a position on the small promontory to the Westward of Lai-Chi- Kok marked 'C' on the plans attached.

Here it is desired to erect a house 20

feet by 40 feet on the foreshore, with a small area round it

and to in all say 100 feet by 80 feet or abcut 9/16 of an acre build out a pier from which to discharge the Torpedoes in the direction indicated on the plan. The Commander-in-Chief has directed me to ascertain whether the Colonial Government would be prepared to transfer this ancunt of land to the Admiralty free of charge or, if not, what the cost would be.

I may remark, with reference to paragraph

2 of the letter under reply, that the reasons for the establish-

ment of the Torpedo hange do not appear to have been quite
