In reply to your Despatch No. 391 of the
20th. of last Novender, I have the honour to inform you that
the Headmaster of Quern
has pointed out that Mr.
Crook is due to arrive in Hongkong by S.S. Bengloe' towards
the 2nd. week in January of this year, whereas Mr. Bird arrived
in the Colony and assumed his duties on the 24th. of last
October./Mr.
r.[Mr. Bird was formerly a scholar of All Soul's College,
Oxford, where he passed examinations in the Honour Schools
of Moderations and Litterae Humaniores.

In view, therefore, of Mr. Bird's qualifi-
cations and of his arrival in Hongkong almost 3 months before
Mr. Crook, I venture to suggest that in this case the terms
of paragraph 3 of your predecessor's Despatch No. 22 of the
31st. January, 1884, in which it is laid down that Assistant
Masters of equal salaries are to be considered of equal rank
and promotions made in each particular case on personal merits,
should be adhered to.
