In 1894 I was in Hong Kong as Surgeon in ghe of the 0.S.S.co1a steamers trading to China, and taking great interest in questions of Pub- lio Health, I made enquiries as to the Plague arrangements in that Port, and I can testify to the fact that Mr.Mitchell was always quoted to me as being a model man, and as having discharged his duties at the Plague Hos- pital in the most efficient manner.

Since his having been invalided from the Service he has consulted me as to his eyesight, and I am or opinion that his present defective vis- ion is due wholly to his having had Opthalmia and Malarial Fever, contract ed whilst performing his duties in the Plague Hoapital.

This defect is, in my opinion, a permanent one,ad it is not at all im- probable that it may increase.

I therefore think that the Colonial Government will be fully just- ified in granting the request he is now making.
