Seeing in the newspapers the appointment of Stewart Lockhart to be Commissioner of Wei-hai-wei rite to ask you if you will kindly lay before
Chamberlain for his favourable consideration the
ins of Mr F.H.May to the appointment of Colonial gretary of Hongkong.
Mr May served me for some two years as Private reatary when I was Governor of Hongkong, and I then the best possible opportunity of estimating ability,his capacity of taking pains and his efatigable industry. He has since served for
nine years as Captain Superintendent of Police,
